SNAP Employment and Training

Brandy Whisman is a Senior Project Associate at the American Public Human Services Association (APHSA). Brandy currently works on the 2020 Supplemental Nutrition Assistance Program (SNAP) Employment & Training (E&T) National Partnership Grant. She assists APHSA in delivering training and technical assistance (TA) through national membership and affiliate organizations to develop and increase members’ organizational capacity to provide quality, skill based, employer driven E&T to SNAP recipients as third-party providers.

Brandy is a certified Project Management Professional (PMP) and member in good standing of the Project Management Institute. She earned a Juris Doctor from the University of the District of Columbia, David A. Clarke School of Law and a Bachelor of Arts from Berea College.

Clarizza Singayao is a Public Assistance Program Specialist in the Division of Family Support at the Department for Community Based Services (DCBS), Cabinet for Health and Family Services (CHFS). Clarizza is one of Kentucky’s SNAP Employment and Training (E&T) Program Specialists. She and her colleague oversee the administration of the SNAP E&T program which includes keeping up to date with federal and state policies, regulations, and procedures; submitting the state plan and various to FNS; monitoring contracts of E&T Providers and Partners; and collaborating with Providers and Partners to ensure the E&T program provides quality services to the E&T Participants.

Clarizza has been with DCBS since 2000. She began her career as an eligibility worker and a Kentucky Transitional Assistance Program (KTAP) Case Manager before moving on to be a KTAP Policy Analyst and then as Transitional Assistance for Needy Families (TANF) Program Specialist. She attended the University of Kentucky with a focus on Psychology and Sociology.

Ann Smith is a Public Assistance Program Specialist at the Cabinet for Heath and Family Services, the Department for Community Based Services under the Division of Family Support in the Policy Development Branch. Ann currently works as one of the SNAP Employment and Training Specialists for the Commonwealth. She and her teammate oversee the procedures and policies of all the SNAP Employment and Training program statewide including submitting state plans, initiate contracts with Community based organizations, submits various reports, and provide technical assistance to the E&T providers and partners.

Ann is a career state employee with 21 years, 9 months of service. She earned a bachelor’s degree in Organizational Leadership with a Minor in Justice Studies from Northern Kentucky University/Midway College/University.

Andrew Prihar leads Pennsylvania’s SNAP Employment and Training Policy Unit, housed within the Department of Human Services, Bureau of Employment Programs. In this capacity, he directly oversees 28 SNAP 50/50 Third Party Partnership grants throughout the Commonwealth and provides technical assistance to teams administering additional SNAP E&T grants. He also works closely with DHS’s SNAP Eligibility Policy team to expand SNAP eligibility to low-income students. Previously, Andrew served as a Human Service Analyst specializing in SNAP and TANF E&T policy and, prior to that, as an Income Maintenance Caseworker. Andrew is a 2013 graduate of the University of Southern California where he was a Resident Honors Scholar.

Nicole Tile leads the Education and Youth Opportunities Unit, housed within the Department of Human Services, Bureau of Employment Programs. In this capacity, she oversees several targeted population Employment and Training Programs, including the Keystone Education Yields Success (KEYS) program — a robust partnership with 14 Pennsylvania community colleges providing case management and vital supports to TANF and SNAP students. Previously, Nicole served as the Program Advisor for the KEYS program and, prior to that, as an Income Maintenance Caseworker. Nicole is a 2007 graduate of the Pennsylvania State University.
